Following direct engagement with AHA (Vic) and TAA (Vic), the Victorian Government has announced a further $143 million Circuit Breaker Support Package to support 50,000 eligible Victorian businesses impacted by the circuit breaker action to limit the spread of COVID-19.
“We engaged in consultation with industry, we spoke to VECCI and we spoke to the AHA. We made some assessments within government about what sectors were most affected, and then we worked out the best and most equitable way to divide the funds,” Minister Martin Pakula said.
There are four initiatives available for eligible businesses as part of this support package, including:
Licensed Hospitality Venue Fund – Circuit Breaker Action Payment
Businesses who previously received the Licensed Hospitality Venue Fund will receive a one-off $3,000 per-premise grant. Members do not need to apply for this payment.
Businesses that receive this payment will not be eligible to receive a Business Costs Assistance Program grant.
Victorian Accommodation Support Program
The new Victorian Accommodation Support Program expands the Regional Tourism Accommodation Support Program and includes tourist accommodation premises in greater Melbourne.
The program supports tourism accommodation providers with a grant of one of two tiers of support for those with demonstrated booking cancellations between Friday, 12 February and Wednesday, 17 February:
- Tier 1: Funding of $2,250 (ex GST) per Accommodation Premises experiencing 10 or fewer cancelled nights.
- Tier 2: Funding of $4,500 (ex GST) per Accommodation Premises with 11 or more cancelled nights.
Victorian accommodation providers who apply for the program may also receive the Licensed Hospitality Venue Fund – Circuit Breaker Action Payment or apply for the Business Cost Assistance Program, providing they meet the criteria.

Regional and Melbourne Travel Voucher Schemes
The Government announced the establishment of a new Melbourne Travel Voucher Scheme with 40,000 vouchers to support travel in greater Melbourne.
Victorians who receive a voucher must stay at least two nights in paid accommodation and spend a minimum of $400 on accommodation, experiences, tours or attractions during their stay to receive a reimbursement of $200 on presentation of receipts.
The Melbourne Travel Voucher Scheme excludes the following LGA’s Mornington Peninsula Shire Council, Frankston City Council, Yarra Ranges Shire Council, Nillumbik Shire Council, Cardinia Shire Council, who were included in the Regional Travel Voucher Scheme. Information regarding the program opening date and eligible travel period will be announced soon.
Further to the announcement, an additional 10,000 vouchers would be made available for the third round of the Regional Travel Voucher Scheme, which opens on 30 March.
The additional vouchers will bring the total to 200,000 vouchers offered under the Regional and Melbourne Travel Voucher Schemes.
Business Costs Assistance Program
A new $92 million Business Costs Assistance Program will offer one-off grants of $2,000 for eligible employing and non-employing businesses in the most impacted sectors of hospitality, food wholesaling, tourism, events and selected retail.
Businesses with an annual payroll of up to $3 million will be eligible. Applications open on Monday, 22 February and close on Monday, 10 March.
